Mr. Canter joined The CommLaw Group as an associate upon graduation from the Columbus School of Law at The Catholic University of America. Mr. Canter graduated with a certificate from the Columbus School of Law’s Institute for Communications Law Studies, a program devoted to the specialized training of select students in a body of regulatory law specifically related to the modern day communications industry. Mr. Canter also brings to the firm an abundance of practical experience and knowledge of the legal and technological challenges facing telecommunications providers today.

Mr. Canter supports the firm’s various practice groups, with a focus in the Telecommunications & Technology Law and Intellectual Property areas. Mr. Canter’s primary area of expertise is focused on regulatory licensing, compliance and transactional matters, litigation before the Federal Communications Commission and state regulatory commissions. Mr. Canter is also experienced with copyright, trademark and other intellectual property rights affecting companies operating in the digital age.

Mr. Canter’s previous employment has afforded him wide exposure to telecommunications matters such as VoIP, broadband deployment, digital rights management, and advanced content deployment over IP platforms. During law school, Mr. Canter worked at the Department of Justice advising attorneys on complex legal issues involving First Amendment legislation, regulation of Internet pornography, executive privilege for government officers, and litigation against government regulatory agencies. Mr. Canter was also employed in the general counsel’s office and government relations department at PBS (the Public Broadcasting System). At PBS, Mr. Canter was in charge of addressing Congressional legislative initiatives and FCC regulatory compliance, focusing on content management and distribution of programming through emerging digital/IP technologies. Mr. Canter also assisted counsel with intellectual property issues, such as trademark litigation and digital rights management.

Prior to PBS, Mr. Canter interned in the Competition Policy Division of the FCC’s Wireline Competition Bureau. During his internship, Mr. Canter was deeply involved with the Triennial Review Remand Order affecting CLECs, federal preemption of VoIP regulation through the Vonage Order, universal service fund contributions and incentives for broadband deployment.

Before interning at the FCC, Mr. Canter participated in lobbying efforts at the Commission and Congress on behalf of the Telecommunications Industry Association, the leading association of telecommunications equipment manufacturers.

In addition to his educational and professional background in communications law, Mr. Canter has experience in Internet application development and computer programming. Before law school, Mr. Canter was the senior online editor for Road & Track, Car and Driver and Cycle World magazines. Mr. Canter has experience in film production, having worked professionally on several independent feature films and documentaries, a nationally broadcast live music television show, and numerous music videos for major artists. In his spare time, Mr. Canter currently helps run the DC Independent Film Festival and is very active with the development of local filmmaking in the nation’s capitol.

Mr. Canter has B.F.A. in film/television production from New York University, Tisch School of the Arts and a J.D. with a certificate in telecommunications law from the Columbus School of Law at Catholic University. He is admitted to the Bar in Maryland and the District of Columbia, and is an active member of the Federal Communications Bar Association.
